Final results of the Civil Services Examination 2014-15, conducted by the Union Public Service Commission, came out on July 4, 2015. A total number of 1,236 candidates have been recommended for appointment including 590 General (including 15 PH-1, 12 PH-2 & 12 PH-3), 354 Other Backward Classes (including 5 PH-1, 1 PH-2 & 6 PH-3), 194 Scheduled Castes (including 1 PH-1 & 1 PH-2) and 98 Scheduled Tribes candidates.

In accordance with Rule 16 (4) & (5) of the Civil Services Examination Rules 2014, the Commission is maintaining a consolidated Reserve List of 254 candidates : 127 General, 105 OBC, 19 SC, 3 ST.

Appointment to the various Services will be made according to the number of vacancies available with due consideration to the provisions contained in paras 2 and 19 of the Rules for the Examination.

India has moved upward since Independence and its progress has been noticed all over the world for a long time. Today, it can boast of having touched fascinating heights in a number of areas and has Seen making progress wherever it deems necessary. For instance, in the field of women empowerment, it has taken many measures and tried to address the problems facing the fair sex both in urban and rural areas. As a result, women have come forward to dominate several areas of human activity and hold respectable positions at the top level. That no area of excellence has remained untouched by women in India has been clear from this year’s results of the Civil Services Examination too. In the results of the CSE declared by the Union Public Service Commission the top four ranks have been achieved by women candidates. What makes the results more special is the fact that a physically-challenged woman has topped the list— 31-year-old Ms. Ira Singhal who clinched the top position in her sixth attempt. She is already in the Indian Revenue Service. The other three in the top four are Ms. Renu Raj, a doctor from Kerala; Ms. Nidhi Gupta, an IRS Officer; and
Ms. Vandana Rao who hails from Delhi. The results of the Civil Services Examination were declared on July 4, 2015. It is for the first time that the results were declared by the UPSC on the fourth day of the closing date for the personality tests or interviews.

Delhi’s Ms. Ira Singhal became the first differently-abled woman to top the Civil Services Examination in which women took the top four positions.

With 62 percent locomotor disability, 30-year-old Ms. Ira had cleared the examination in 2010 too and was allotted the Indian Revenue Service, but she was stopped from joining because authorities cited her “inability to push, pull and lift”. She moved the Central Administrative

Tribunal (CAT) which ruled in her favour and she was inducted as Assistant Commissioner in the Customs and Central Excise Service. She is currently on probation, undergoing training at the Dr. Marri Channa Reddy Human Resource Development Institute of Andhra Pradesh in Hyderabad.

“I am thrilled, excited and very, very-happy. It is a dream come true,” Ms. Ira said. “I expected to do very well but did not expect to top it. My friend, an IAS officer here, gave me the good news first. I want to become an IAS officer and work in the field of women and child welfare, development and empowerment. I want to contribute to the uplift of the differently-abled, and make their lives easier. Differently-abled people struggle, face difficulties everyday and have to go the extra mile to do anything on their own”, she added.

Recalling the 2010 episode, she said: “It was a big disappointment, a major setback then. But I decided to fight back. It was tough initially as I had to undergo tests, submit medical certificates and prove that I am capable of doing jobs entrusted to me in the IRS. For two years, it was tough, but then everyone realised that I am capable of working in

spite of the disabilities. They realised I am no pushover.”

“Later, even people from the Department of Personnel and Training, Department of Revenue and others supported me. I could have gone to the High Court or the Supreme Court. Since I was right and capable, CAT ruled in my favour and I joined IRS,” she said.

Preparing for the Civil Services Examination again and attending CAT proceedings, Ms. Ira also taught Spanish and English as a tutor in Safdarjung Enclave, New Delhi. “I am yet to explore Hyderabad. I arrived here on June 21 and the course started the next day. I have heard a lot about this place, so may be when I get time, I will explore the city,” she said. “So many people are calling to congratulate me. It is overwhelming. The only people I have managed to speak with properly are my parents in New Delhi,” she said. She is the daughter of Ms. Anita and Mr. Rajendra Singhal. A Bachelor of Engineering (Computer Science) with an MBA, she had worked as a Customer Development Manager with a leading chocolate company from 2008 to January 2010.

Ms. Renu Raj, who secured the Second Rank in the Civil Services Examination, is a doctor with ESI Hospital. After graduating from Medical College in Kottayam in 2013, Ms. Raj, who hails from Changanassery in Kerala, enrolled for Civil Services Exam coaching at the government-run Kerala Civil Service Academy. Her husband, Mr. H.L. Bhagath, is also a doctor pursuing higher studies in Mangalore. , *

“Civil Services has been my childhood dream. But I started preparing for it only after my MBBS. A doctor’s profession has a lot of limitations. But a civil servant can do much more service to society and can deal with a wide range of issues,” said Ms. Raj, whose father was a transport officer.

Ms. Raj, who joined ESI Hospital in Kollam six months ago, said: “I could not rate my performance in the interview. I had expected my name in the list of winners, but the second rank was a surprise.” This was her first

attempt. “I could emerge the winner only because of the support of my husband, our families and well-wishers. All of them supported me and prayed for my success. Most of the credit should go to them.”

The Third Rank holder Ms. Nidhi Gupta after her splendid success in the CSE said that it was a proud moment for her to get selected in this prestigious examination. She told the media, “It is really a proud moment. I put in a lot of hard work and finally it paid off”. Ms. Nidhi is currendy Assistant Commissioner of Customs and Central Excise.

Ms. Vandana Rao, the Fourth Rank holder is the topper in the Other Backward Classes (OBC) category. “I called up people twice to cross-check whether or not I have made it in the examination. It is a pleasant surprise. It is really the result of hand work,” she said. She graduated in 2012 is now
readying for a place in the Indian Administrative Service. “I want to be an IAS officer, as it gives you ample scope to do something worthwhile for the country,” she said. It was her third attempt.

Overall Fifth Rank holder and top among the male candidates, Mr. Suharsha Bhagat hails from Bihar. He is a Chemical Engineer from IIT-Bombay. His father, Mr. Phulendra Bhagat, told media that Suharsha had got selected in the Indian Audit and Accounts Services in 2011. In 2012, however, he took the CSE again and got the Indian Information Service. In 2013, he got the Indian Revenue Service. Now, he is posted in Nagpur.

The 7 th Rank holder Mr. Lok Gandhi is a resident of Mandi village, Mahendragarh. It was his second attempt. He had earlier secured the 855th rank. His two elder sisters, too had cracked the CSE. The first sister Ms. Kranti has been serving as Deputy Commissioner, Income Tax in Mumbai and the second sister, Ms. Pooja is an IPS officer in Rajasthan cadre. His father, Mr. Vishvabandhu is also an IPS officer. He said that his son was not satisfied with the first previous performance and decided to take another chance to improve his ranking and this time he got the 7th Rank.

The Civil Services (Preliminary) Examination was conducted on August 24, 2014 at 2,137 venues in 59 centres across the country. About 9.45 lakh candidates had applied for it, but approximately 4.51 lakh appeared for the examination.

Of these, 16,933 were declared qualified for the Main Examination, the official said. The Main Examination was held in December last year and, out of 16,933 candidates, 16,286 appeared for it, he said.

The result of Civil Services (Main) Examination was declared on March 13, 2015 in which 3,308 candidates qualified for the Personality Test. Of these, 3,303 appeared for the personality tests, which were held from 27 April to 30 June, the official said. “In terms of the number of candidates and number of centres or sub-centres, this was the biggest examination ever conducted by the Commission,” he said.

CISF ASSISTANT COMMANDANTS [EXECUTIVE] LIMITED DEPARTMENTAL COMPETITIVE EXAMINATION, 2017

1.The Union Public Service Commission will hold a Limited Departmental
Competitive Examination on 5th March, 2017 for filling the vacancies of Assistant
Commandants (Executive) in Central Industrial Security Force (CISF). The
Examination will be held at New Delhi. The tentative number of vacancies to be filled on
the basis of the Examination will be 07 (General-06; SC-1; ST-Nil).

2. The Examination is restricted to only certain categories of departmental
candidates of CISF. For details regarding eligibility conditions, the syllabus and
scheme of the examination, physical/ medical standards etc., aspirants should
consult the Rules of the Examination notified by Ministry of Home Affairs in the
Gazette of India dated 07.12.2016 which may be downloaded from the CISF
Website at address www.cisf.gov.in/ The Rules will also be available on UPSC
website www.upsc.gov.in/

3. How to Apply/Last Date
The candidates are required to fill in the application form online on the UPSC’s website
www.upsc.gov.in/ .The online application form can be filled from 7th December, 2016
to 30th December, 2016, after which the link will be disabled. Candidates are also
required to route a hard copy of the online-submitted application through proper
channel to the CISF authorities at the address: Director General, Central Industrial
Security Force, 13, CGO Complex, Lodi Road, New Delhi-110003, for verification
and onward transmission to the Commission.

4. e-Admission Certificates of the admitted candidates to this examination will be
uploaded in the UPSC website www.upsc.gov.in/ two weeks before the date of
examination and can be downloaded by the eligible candidates. No paper Admission
Certificate will be issued by the Commission.

Mobile Phones are banned in the Campus of UPSC Examination Halls.

All the candidates applying for the CISF (AC) Limited Departmental Competitive
Examination, 2017 are requested to fill the Application Form Online.

Please read the following instructions before filling up the online application.

1. CANDIDATES TO ENSURE THEIR ELIGIBILITY FOR THE EXAMINATION:
The candidates applying for the examination should ensure that they fulfill all eligibility
conditions for admission to examination. Their admission to all the stages of the examination will
be purely provisional subject to satisfying the prescribed eligibility conditions.
Mere Issue to e-admission certificate to the candidate will not imply that his/her
candidature has been finally cleared by the Commission.

2. HOW TO APPLY:
(a) Candidate must apply online by using the website http://www.upsc.gov.in .
Candidate should ensure that all columns of the Online Application Form are filled in correctly.
No correspondence will be entertained by the Commission from candidates to change any of the
entries made in the application form.
Candidates are required to route a hard copy of the online submitted application form through
proper channel with necessary certification done by the appropriate authority to the CISF

before 6th January, 2017.

3. LAST DATE FOR RECIEPT OF APPLICATIONS:
The Online Applications can be filled up to 30th December, 2016 till 6:00 P.M. after which
link will be disabled. The last date for receiving printed copy (hard copy) of online application
form along with enclosures/certificates is 6th January, 2017, by CISF authority for further
verification and forwarding the same to the Commission.

1. Candidates who wish to apply for CISF-LDCE, 2017 have to first get themselves
registered before filling up the Online Application Form at the website
www.upscinfo.in.
2. Please create your registration account by clicking appropriately on the link provided
below the “login” button.
3. On the registration module, provide tour Name (as recorded in the
matriculation/secondary examination certificate), CISF Number, rank and Date of
Birth(as recorded in the matriculation/secondary examination certificate).
4. Provide your e-mail address and re-enter your e-mail address.
5. Enter the random number which is appearing on the screen and click the submit
button.

NB: (a) All the field mark with * are mandatory and are compulsory to fill in.

UPSC Civil Services Prelims Result 2016 has been announced after the successful conduct of examination. The candidates who qualify in Civil Services (Preliminary) Examination, will be eligible to appear for Civil Services (Mains) Examination 2016 and Indian Forest Service (Main) Examination.

UPSC Civil Services Mains Results 2016 – IAS Mains Result 2016


The total number of vacancies to be filled on the result of UPSC Civil Services is around 1079. Candidates called for the Mains Examination, and Personality Test (Interview) is around twelve to thirteen times, and two times the number of vacancies respectively. The result of UPSC Civil Services Mains is thus expected to have around 2800 – 3000 candidates.

Result of UPSC IAS Mains exam will probably be announced in January, 2017. This will be followed by conduct of personality test and interview.

On the basis of the Result of the Civil Services (Main) Examination, 2016 held by the Union Public Service Commission, the candidates having Roll Numbers in result are qualified for the Personality Test.

The Personality Test for these candidates is likely to commence as per schedule (will be notified later). Personality Tests will be held in the Office of the Union Public Service Commission. Detailed program for the Personality Test will be uploaded on the Commission’s website.

The e-Summon letters will be made available on the Commission’s website. The Qualified candidates who are unable to download their e-Summon Letters from the Commission’s Website at least 5 days before the commencement of the said Personality Test / Interview should immediately contact the Office of the Commission.

Candidates are also allowed to download their Mark Sheet for Civil Services (Main) Examination few days after publication of UPSC Final Result.

The Result for the UPSC IAS Civil Services Final Results 2016 shall be declared after careful analysis of the performance of the candidates appeared in the Personality Test / Interview. The Final Result of UPSC IAS Civil Services 2016 shall feature the list of candidates who are finally declared as qualified for the further training and deputation.

Cut Off of UPSC Civil Services Examination


In the Mains examination, Paper A and B are only qualifying in nature. Candidate must obtain at least 25% marks in Indian language, and 25% marks in English for his / her marks in Papers I to VII to be taken into consideration.

UPSC CDS 2 exam 2016: Admit card out

CDS admit card: Union Public Service Commission has released the admit card for CDS II exam 2016 on the official website – upsc.gov.in. The exam will be held on October 23, 2016.


In May, UPSC had announced the Combined Defence Services 1 (CDS 1) results 2016. The Commission had conducted the examination on February 14, 2016.

After qualifying the CDS exam, the candidates get admission to (i) Indian Military Academy, Dehradun (ii) Indian Naval Academy, Ezhimala, Kerala, (iii) Air Force Academy, Hyderabad (iv) Officers Training Academy, Chennai (v) Officers Training Academy, Chennai, 19th SSC Women (Non-Technical) Course commencing in April 2017.
Exam pattern: There will be penalty (negative marking) for wrong answers marked by a candidate in the objective type question papers.

Steps to download the UPSC CDS 2 2016 admit card 

Visit the official website of Union Public Service Commission

On the homepage, check the ‘What’s new’ section
Under it, click at the link ‘e-Admit Card – CDS Examination (II) 2016’
A new page will open
Click on the ‘download section’
Read the instructions carefully
Take a print out of the instructions, if needed
Click on yes and a new page will open
Submit the required details like roll number, date of birth etc
The admit card will be displayed
Take a printout
Note: Bring this e-Admit card in each session to secure admission to examination hall. e-Admit Card may be preserved till the declaration of written result as its production before Service Selection Boards is necessary.
Candidates who do not have clear photographs on the e-admit card/signatures on the scannable attendance lists will have to bring a photo identity proof viz. UPSC Scholarship Scheme for Students

The UPSC Scholarship Scheme for students is launched by Maharashtra government for student appearing for All India Service through UPSC examination. Most of the brilliant students belongs from poor background family, they work hard for exam, but due to lack of guidance and educational environment they get low rank. Maharashtra government recognize the need of student and launched the scheme for UPSC aspirants. The UPSC Scholarship Scheme will provide financial assistance to UPSC aspirants training at reputed private training institutes in Delhi, and will also include a stipend of Rs 10,000 per month for their stay during the training.
Benefits of UPSC Scholarship Scheme for Students:
  • Financial Support: Maharashtra government has announced to give a stipend of Rs. 10, 000 for those candidates who are preparing for Pre, Mains, and an Interview
  • Free Coaching: Maharashtra government will provide free private coaching in the Delhi based institute
  • Cost for Training: Maharashtra government announced to spend Rs. 23.06 crore for this scheme
Eligibility for UPSC Scholarship Scheme for Students:
  1. Aspirants family income should not more than Rs. 1 lakh per annum
  2. The aspirant must have clear the Pre examination in the last attempt of UPSC
  3. The aspirant must be the resident of Maharashtra
  4. Only those candidates are eligible who has clear the Mains in the last three attempt but failed to reach the interview stage in last three years
  5. It is mandatory for students to clear this examination otherwise he will not be able to get the benefits of this examinations

NEW UPSC IAS EXAM PATTERN & SYLLABUS

Here is a complete list of subjects for IAS/UPSC exams as per the UPSC Syllabus. IAS Examination, also called Indian Administrative Services Examination is one of the civil services among others and is considered toughest and prestigious examinations conducted in India. Hence to face this challenge that gives a chance to get most eminent designation offered by Indian Government a comprehensive look throughout the syllabus is essential, especially for those candidates who are going to appear for UPSC exams or IAS for the first time.
The IAS Syllabus and other services like Income Tax and the IPS is the same, as it is considered as single exam and conducted by UPSC, which also sets the syllabus.
UPSC Civil Services Exam is conducted in three phases:
Phase 1: Preliminary Examination or CSAT (Objective Section)
Phase 2: Main Examination (Subjective Section)
Phase 3: Interview (Vocal Section)

Phase 1: Preliminary Examination – CSAT Syllabus:
CSAT or Civil Services Aptitude Test is the first phase of preliminary examination of UPSC. This test is intended to assess the aptitude of examinees in solving the ‘Reasoning and Analytical’ questions.
IAS prelims exam consists of two papers of objective type, each of 200 marks (total of 400 marks) and two hours of duration and candidates must take both the papers.
The preliminary examination is meant for screening the candidate and the marks obtained by a candidate in the prelims who qualifies to the mains exam will not be be taken in account to determine their final merit.

● History of India and Indian National Movement.
● Indian and World Geography – Physical, Social, Economic Geography of India and the World.
● Indian Polity and Governance – Constitution, Political System, Panchayati Raj, Public Policy, Rights Issues, etc.
Economic and Social Development – Sustainable Development, Poverty, Inclusion, Demographics, Social Sector initiatives, etc.
● General issues on Environmental Ecology, Bio-diversity and Climate Change – that do not require subject specialisation General Science

The phase 2 tests candidate’s academic talent in depth and his/her ability to present understanding in a reasonable way. The IAS mains examination is designed to analyse the comprehensive intellectual quality and the understanding of candidates rather than just determining their information and memory.
The UPSC mains exam consists of 9 papers, in which two are qualifying papers of 300 marks each:
I. Any Indian Language
II. English
These two papers just need to qualify which is compulsory and marks obtained will not be considered or counted.
And the rest of seven papers can be written in any of the languages mentioned as in the Eighth Schedule of the Constitution or in English. Below given the remaining seven papers:

Candidates who obtain minimum qualifying marks in the written part of the UPSC Main Examination as may be fixed by the Commission at their discretion enters the next and final phase that is the ‘personality test’ or ‘Interview’ round.
  • Candidates who qualify the UPSC Mains Exam will move to the next and final phase called ‘Personality Test/Interview’ who will be interviewed by a Board who will have candidates resume. The interview round is held by a Board of competent and unbiased intended to assess social traits and his interest in current affairs and analyze the personal aptness of the candidate for a career in public service. Some of the qualities evaluated during the personality test are mental alertness, clear and logical exposition, critical powers of assimilation, variety and depth of interest, balance of judgement, intellectual and moral integrity ability for social cohesion and leadership,.
  • The interview is more of purposive conversation intended to divulge the mental qualities of the candidate.
  • Candidate can give interview in their preferred language as UPSC will make arrangement for the translators.
