Final results of the Civil Services Examination 2014-15, conducted by the Union Public Service Commission, came out on July 4, 2015. A total number of 1,236 candidates have been recommended for appointment including 590 General (including 15 PH-1, 12 PH-2 & 12 PH-3), 354 Other Backward Classes (including 5 PH-1, 1 PH-2 & 6 PH-3), 194 Scheduled Castes (including 1 PH-1 & 1 PH-2) and 98 Scheduled Tribes candidates.
In accordance with Rule 16 (4) & (5) of the Civil Services Examination Rules 2014, the Commission is maintaining a consolidated Reserve List of 254 candidates : 127 General, 105 OBC, 19 SC, 3 ST.

Appointment to the various Services will be made according to the number of vacancies available with due consideration to the provisions contained in paras 2 and 19 of the Rules for the Examination.
India has moved upward since Independence and its progress has been noticed all over the world for a long time. Today, it can boast of having touched fascinating heights in a number of areas and has Seen making progress wherever it deems necessary. For instance, in the field of women empowerment, it has taken many measures and tried to address the problems facing the fair sex both in urban and rural areas. As a result, women have come forward to dominate several areas of human activity and hold respectable positions at the top level. That no area of excellence has remained untouched by women in India has been clear from this year’s results of the Civil Services Examination too. In the results of the CSE declared by the Union Public Service Commission the top four ranks have been achieved by women candidates. What makes the results more special is the fact that a physically-challenged woman has topped the list— 31-year-old Ms. Ira Singhal who clinched the top position in her sixth attempt. She is already in the Indian Revenue Service. The other three in the top four are Ms. Renu Raj, a doctor from Kerala; Ms. Nidhi Gupta, an IRS Officer; and
Ms. Vandana Rao who hails from Delhi. The results of the Civil Services Examination were declared on July 4, 2015. It is for the first time that the results were declared by the UPSC on the fourth day of the closing date for the personality tests or interviews.
Delhi’s Ms. Ira Singhal became the first differently-abled woman to top the Civil Services Examination in which women took the top four positions.
With 62 percent locomotor disability, 30-year-old Ms. Ira had cleared the examination in 2010 too and was allotted the Indian Revenue Service, but she was stopped from joining because authorities cited her “inability to push, pull and lift”. She moved the Central Administrative
Tribunal (CAT) which ruled in her favour and she was inducted as Assistant Commissioner in the Customs and Central Excise Service. She is currently on probation, undergoing training at the Dr. Marri Channa Reddy Human Resource Development Institute of Andhra Pradesh in Hyderabad.
“I am thrilled, excited and very, very-happy. It is a dream come true,” Ms. Ira said. “I expected to do very well but did not expect to top it. My friend, an IAS officer here, gave me the good news first. I want to become an IAS officer and work in the field of women and child welfare, development and empowerment. I want to contribute to the uplift of the differently-abled, and make their lives easier. Differently-abled people struggle, face difficulties everyday and have to go the extra mile to do anything on their own”, she added.
Recalling the 2010 episode, she said: “It was a big disappointment, a major setback then. But I decided to fight back. It was tough initially as I had to undergo tests, submit medical certificates and prove that I am capable of doing jobs entrusted to me in the IRS. For two years, it was tough, but then everyone realised that I am capable of working in
spite of the disabilities. They realised I am no pushover.”
“Later, even people from the Department of Personnel and Training, Department of Revenue and others supported me. I could have gone to the High Court or the Supreme Court. Since I was right and capable, CAT ruled in my favour and I joined IRS,” she said.
Preparing for the Civil Services Examination again and attending CAT proceedings, Ms. Ira also taught Spanish and English as a tutor in Safdarjung Enclave, New Delhi. “I am yet to explore Hyderabad. I arrived here on June 21 and the course started the next day. I have heard a lot about this place, so may be when I get time, I will explore the city,” she said. “So many people are calling to congratulate me. It is overwhelming. The only people I have managed to speak with properly are my parents in New Delhi,” she said. She is the daughter of Ms. Anita and Mr. Rajendra Singhal. A Bachelor of Engineering (Computer Science) with an MBA, she had worked as a Customer Development Manager with a leading chocolate company from 2008 to January 2010.
Ms. Renu Raj, who secured the Second Rank in the Civil Services Examination, is a doctor with ESI Hospital. After graduating from Medical College in Kottayam in 2013, Ms. Raj, who hails from Changanassery in Kerala, enrolled for Civil Services Exam coaching at the government-run Kerala Civil Service Academy. Her husband, Mr. H.L. Bhagath, is also a doctor pursuing higher studies in Mangalore. , *
“Civil Services has been my childhood dream. But I started preparing for it only after my MBBS. A doctor’s profession has a lot of limitations. But a civil servant can do much more service to society and can deal with a wide range of issues,” said Ms. Raj, whose father was a transport officer.
Ms. Raj, who joined ESI Hospital in Kollam six months ago, said: “I could not rate my performance in the interview. I had expected my name in the list of winners, but the second rank was a surprise.” This was her first
attempt. “I could emerge the winner only because of the support of my husband, our families and well-wishers. All of them supported me and prayed for my success. Most of the credit should go to them.”
The Third Rank holder Ms. Nidhi Gupta after her splendid success in the CSE said that it was a proud moment for her to get selected in this prestigious examination. She told the media, “It is really a proud moment. I put in a lot of hard work and finally it paid off”. Ms. Nidhi is currendy Assistant Commissioner of Customs and Central Excise.
Ms. Vandana Rao, the Fourth Rank holder is the topper in the Other Backward Classes (OBC) category. “I called up people twice to cross-check whether or not I have made it in the examination. It is a pleasant surprise. It is really the result of hand work,” she said. She graduated in 2012 is now
readying for a place in the Indian Administrative Service. “I want to be an IAS officer, as it gives you ample scope to do something worthwhile for the country,” she said. It was her third attempt.
Overall Fifth Rank holder and top among the male candidates, Mr. Suharsha Bhagat hails from Bihar. He is a Chemical Engineer from IIT-Bombay. His father, Mr. Phulendra Bhagat, told media that Suharsha had got selected in the Indian Audit and Accounts Services in 2011. In 2012, however, he took the CSE again and got the Indian Information Service. In 2013, he got the Indian Revenue Service. Now, he is posted in Nagpur.
The 7 th Rank holder Mr. Lok Gandhi is a resident of Mandi village, Mahendragarh. It was his second attempt. He had earlier secured the 855th rank. His two elder sisters, too had cracked the CSE. The first sister Ms. Kranti has been serving as Deputy Commissioner, Income Tax in Mumbai and the second sister, Ms. Pooja is an IPS officer in Rajasthan cadre. His father, Mr. Vishvabandhu is also an IPS officer. He said that his son was not satisfied with the first previous performance and decided to take another chance to improve his ranking and this time he got the 7th Rank.
The Civil Services (Preliminary) Examination was conducted on August 24, 2014 at 2,137 venues in 59 centres across the country. About 9.45 lakh candidates had applied for it, but approximately 4.51 lakh appeared for the examination.
Of these, 16,933 were declared qualified for the Main Examination, the official said. The Main Examination was held in December last year and, out of 16,933 candidates, 16,286 appeared for it, he said.
The result of Civil Services (Main) Examination was declared on March 13, 2015 in which 3,308 candidates qualified for the Personality Test. Of these, 3,303 appeared for the personality tests, which were held from 27 April to 30 June, the official said. “In terms of the number of candidates and number of centres or sub-centres, this was the biggest examination ever conducted by the Commission,” he said.
